The objective of an effective human resource (HR) function is to create and support productive managers, employees, and teams with the skills, knowledge, and abilities to understand, implement, and contribute to the business objectives.  A very tall order indeed!

There are seven significant challenges for an effective HR function: 
  1. Determine the appropriate organizational design for departments, functions, jobs, and management reporting that reflects the firm’s business objectives and culture
  2. Decide what staffing resources are needed to meet the objectives; develop recruiting and selection strategies and procedures (including training managers on candidate assessment)
  3. Provide needed information, training, and resources for new team members
  4. Manage and recognize performance – actively, timely
  5. Implement compensation programs (salary, benefits plans, incentives, etc.) - for all employee levels - that both reflect your business model and contribute to strategic objectives
  6. Cultivate a clear organizational culture through communication mechanisms, policy statements and procedures, and consistent approaches to employee relations
  7. Ensure compliance with government and industry regulations - e.g., FMLA, ADA.
